Some claim the Governor designed the promenade to give the ladies of Colombo a refreshing place to stroll and enjoy the breeze. Others claim that the Dutch first planned it as a Defensive line, with cannons strategically placed to protect against Portuguese invasions. 

Construction of this promenade is said to have been completed in 1859 after years of hard work.
